Larry spent over 34 years with the FAA during which time he gained expert Air Carrier Certification and Auditing Experience among many other experiences. Larry has very successfully performed as and/or provided Program Design & Development, International Trainer and Presentations (ICAO Endorsed Instructor), Training Program Approval and Standardization, FAA Academy Instructor, Regulation and Technical Guidance Material Development, Accredited Stage 3 IS-BAO Auditor (Helicopter and Airplane), ACSF Auditor, IOSA Auditor (Flight, Dispatch, and Cabin), Airline Captain Experience, Former Corporate Aviation Department Manager, Taught aviation courses at Auburn University, Middle Tennessee State University, U.S. Department of Transportation’s Transportation Safety Institute and FAA Center for Management and Executive Leadership. ICAO endorsed instructor teaching ICAO TRAINAIR courses worldwide (Nigeria, Kenya, Bahrain, Italy, Mexico, Ghana, Tanzania, etc.).
Larry has completed hundreds of professional development and training courses/certifications, and has accumulated over 8000 hours of formal professional development and management courses.
Additionally, Larry has, again very successfully, taught subjects including Safety Management Systems, Federal Aviation Regulations, Air Carrier Certification, Pilot School Certification, Crew Resource Management, Air Crew Licensing, Foreign Air Carrier Inspection, Compliance & Enforcement Procedures, System Safety, Flight Testing Procedures, Aviation Training Organization Certification, Aircraft Accident Investigation, Flight Safety, and others.
Larry is a graduate of The University of Southern California Aviation Sciences and Education programs, has authored multiple books and articles, and has been the recipient of many treasured aviation industry awards and honors.
Brief Experience History
Time and space limit listing Larry’s expansive experience history; more information can be provided as necessary. However, for quick reference the following history is provide: Larry served very professionally and successfully with the FAA from 1976 through 2010. Larry was initially assigned as an Air Traffic Control Specialist. Larry moved to the Aviation Safety Inspector ranks after two years in the Air Traffic Control assignment. As an Aviation Safety Inspector over the next 32 years Larry was afforded the opportunities to perform as an Accident Prevention Specialist, FAA Academy Instructor, Principal Operations Inspector, Writing FAA Regulations at the Washington D.C. FAA Headquarters, functioning as Primary Operations Interface on industry regulatory review of and correctly directing various findings/enforcement actions, FSDO Operations Supervisor, national technical expert for the Certification Surveillance and Evaluation Team, National Resource Inspector for two aircraft types, and concluded his FAA tenure as Supervisory Aviation Safety Inspector assigned to FAA Washington DC Headquarters’ International Programs and Policy Division.
Since serving with the FAA, Larry has provided professional assistance and consulting to many entities, operators, and agencies, both domestic and internationally. He has conducted multiple formal training programs, many at university level, in the United States as well as internationally.
